does dress have to be lined
It would depend on the fabric that is selected. However, not lining it may cause issues with the neck and armholes, you would have to make facings to finish the edges. Thanks
How true are the sizes with my measurements?
Most Patterns need to be altered somewhat to provide a good fit when you make it. One of the nice things about multi-size patterns is you can match cutting lines to your sizes in each main area (bust, waist, hips, back length). This pattern is for sizes 8-16 The measurements include Bust 31.5 - 38", Waist 24-30", Hips 33.5 - 40". If you are bigger than your measurements, you may need to get a woman's size pattern - they have a 'W' behind the size numbers. I hope this is of some help.
