Is this a good tool for cutting t shirts?
If you mean cutting them up for rags, yes; if you mean cutting out T-shirts to sew, not so much. I don't like cutting curves with my rotary cutter, but I know people who do.
Received my rotary cutter today. why is the blade covered in so much oil? how do i clean it so i can use it.
It is normal to oil the rotary cutter. Some might have coated the blade. Warm soapy water as it is sewing machine oil and wipe off several times with a cloth. Several practice cuts on muslin should do the trick. Carefully remove the blade. Clean any lint build-up on the blade & the handle. Put a drop of sewing machine oil around the center of the blade before reassembling.
Does it come with an extra blade please?
This only comes with 1 blade. You may buy extra replacement blades separately.
I build miniature log cabins. I need a rotary cutter that will cut through small pieces of wood . Is there one to be recommended?
No, it is for fabric and will not cut wood. What I would recommend for you is a small Dremil. Not sure of the spelling, but it is a great hand held small tool that you can purchase multiple different attachments for all types of crafting and repairs.

Does this cut through the plywood of 0.1 inch thickness?
We wouldn't recommend this product for use with plywood.

Does the 28mm have a retractable blade ?
Not retractable per se, it does have a cover. As the description states: "This cutter features a durable handle with a blade cover for safety." It, the blade cover, does cover the blade, but you have to slide it in to place to cover the blade.
Does it cut plexiglas?
This is basically for cutting material.
Would this be a good tool for cutting photography canvas?
These are good cutters and should do the cutting you need on canvas. It is better than scissors as you can get a very clean straight cut. Be sure to have a good mat on which to cut or you will dull the blade quickly.
Is this good for cutting single layers of deco mesh?
Sure thing! This cutter will cut through decorative mesh.
