If i am to peel the backing from the rubber pad to apply it to the "square impression near the top" what are the small velcro tabs for? Where do they

The small velcro "gripper" tabs are to be put on the bottom of your sewing machine's pedal. Make sure the tapered bottom of the rubber pad (which has the words Petal-Sta printed on it) is placed where your heel would be and then place your pedal on the lagre velcro section. You will have a great,secure fit. This is an excellent product.

Does this work on carpet?

I have mine on a hardwood floor. I had to add tape and other measures to have it stay in place. I still love it as my pedal is firmly in place. I am not sure how it would work on carpet. I have had mime for long enough to have forgotten exactly how I made it work. I think I would take a chance and buy it. I want to make clear that the machine pedal sits firmly in place however the pedal holder needs to be secured.

Any ideas how to use this on non carpeted hard floors. I hate carpets in sewing rooms they catch pins etc.

I'm a bit confused about your question. These pedal stays work fine on non carpeted hard floors.They do not stick or anything like that. The floor in my sewing room is not carpeted.
