Are these clips sharp? Can they snag material?

No sharp edge, I used it on cotton material. But there are no sharp edges, I don’t believe it would snag on delicate fabrics.

Compared to Sewing pins, do these really keep the garment in place?

No they don’t, but straight pins don’t keep the garment in place either. The choice is yours to take the cheaper and efficient method of the pins or this considerably more expensive option. Check out my full review once it’s posted.

like needles, do these clips keep the fabric in place while you try the pants on?

No. The gripping power leaves a lot to be desired. It’s certainly incredible to suggest the ruler clamps would stay in place while you tried on a garment for a fitting. I’d like to see that happen.
